"It maintains the same level of food value as SNAP participants now receive, provides states flexibility in administering the program, and is responsible to the taxpayers", Perdue said in a Department of Agriculture summary.

"I think that it's fraught with a number of problems and issues", said Jennifer L. Jones, Lewis County's commissioner of social services.

The Trump administration is looking to slash the use of food stamps with a proposed food delivery program called "America's Harvest Box". "America's Harvest Box" would be sent to about 80 percent of people who use food stamps, and would include items such as shelf-stable milk, peanut butter, cereal, pasta, and canned meat, fruit and vegetables.

The goal of this proposal is to save more than $100 billion dollars over the next 10 years.

"I worry we would not be adequately addressing hunger and malnutrition that people are facing", he said. It would not contain fresh fruit or vegetables.

Consumer advocates, however, questioned whether the federal government could save that much money by purchasing and distributing food on its own. But there are still a lot of questions about whether the idea would work.

"I'm a hard worker, trying to raise three children as a single father and one of my children is disabled", said Jackson, who has been a beneficiary of the Supplemental Nutrition Assistance Program (SNAP) for a year and a half. "Low-income families need more access to fresh produce & healthy foods, not less". According to CNN, the change would affect about 38 million people. Currently, snap recipients get all of their benefits loaded onto a shopping card they can use at local stores, so long as they follow certain guidelines.

"If it went through, of course it's going to have an impact", he said. USDA would likely not change that requirement but could grant states waivers to impose stricter requirements at the state level.

Whether food stamp recipients should be more restricted in the foods they can buy with their benefits is a matter of much debate that crosses party lines.

"It's nearly like a prescription", he said.

It isn't clear whether the boxes will come with directions on how to cook the foods inside.

"I've been doing this for 20 years, and can probably count on two hands the number of times I've seen or witnessed it", he said.

"Having choices is more American", he said. "They don't want to be on that threshold".

Agriculture Secretary Sonny Perdue called the box "a bold, innovative approach to providing nutritious food to people who need assistance feeding themselves and their families".

This week, charities such as the Community Food Bank of Southern Arizona are fearing they will be overwhelmed if the cuts are approved by Congress.
