Trump's critics say the citizenship question would result in an undercount on the census because immigrants would avoid responding to it.

The citizenship question isn't the only hurdle the nation faces in getting the most accurate census count possible.

The U.S. census goes back to 1790 and is required by the Constitution.

The NAACP is spearheading a lawsuit filed Wednesday against the Census Bureau and President Donald Trump, saying the federal government is unprepared for the 2020 Census, and that will lead to a massive undercounting of African-Americans.

A coalition of attorneys general voiced their opposition to the citizenship question because it would "disproportionately harm states and cities with large immigrant communities" by threatening those areas' representation in Congress and their share of federal funds.

Many census experts and civil-liberties groups have criticized the decision, noting that the Voting Rights Act has been enforced for decades without the data the department is requesting. He said legally the census has nothing to do with a person citizenship. Those factors explain why IL is one of at least 11 states that are gearing up to sue to keep the Trump administration from including the citizenship question in the census.

Ross' announcement followed a December request from the Department of Justice, which asked for a citizenship question to be added.

The Trump administration has chose to reinstate a US Census question about citizenship to "help enforce" the Voting Rights Act of 1965. The 2020 Census already is beset by underfunding and lack of time to conduct field tests.

The evidence that does exist shows that the concerns about the citizenship question curbing participation are legitimate. Supporters call it an effort to get an accurate count of the USA population.

The citizenship question already appears on the bureau's American Community Survey, an annual count that reaches a smaller number of households.

In a letter to Ross in January, six Census Bureau directors from past Republican and Democratic administrations questioned the science behind making such a decision, stressing that the effect of adding a citizenship question in the modern era is "completely unknown" and would "increase the risks to the 2020 enumeration".

It is no wonder California has an "open border" policy toward undocumented immigrants, as it results is a greater representation in Congress and more federal funding for programs.

"Their goal is to try to make invisible our immigrant community in the census and to create a situation in which civic engagement action, to be counted, becomes risky", said Angelica Salas, executive director of the Coalition for Humane Immigrant Rights of Los Angeles.

"I wouldn't answer any questions before", she said as she made her way to work on Tuesday. Given Trump's harsh record on immigration, we can only suspect the worst, which is why federal court is the best place to force all sides to argue their positions - with facts, not hunches or emotions.

"The possibility that the Census could give my information to internal security and immigration could come and arrest me for not having documents terrifies me", one respondent told Mikelyn Meyers, a researcher at the Census Bureau, last year.
