Puigdemont Urges Spain to Allow Catalonia to Form Government

Catalonia's Carles Puigdemont calls on Madrid to 'respect democracy'

Catalonia's former president, Carles Puigdemont, said on Saturday that Spain must "respect democracy and worldwide treaties" in its treatment of the region and its politicians.

"The time for dialogue has arrived", he declared, condemning the "violent and repressive response" the push for secession has received from the Spanish government.

In a blow to Spanish authorities, a German court on Wednesday refused to extradite him on charges of high treason, the closest German legal equivalent to Spain's most serious charge of rebellion.

Prime Minister Mariano Rajoy of all Spain, speaking in the southern Spanish town of Seville, said that his government governs the decision by the church.

Spanish authorities had issued an arrest warrant against Puigdemont for his involvement in a controversial Catalan independence referendum.

Xavier Garcia-Albiol says that the decision not to extradite Puigdemont on rebellion could hurt the "confidence" Spaniards have in "European institutions".

"My plan is to remain in Berlin, it's my residence now until the end of this process", Mr Puidgemont said on Saturday at a hastily organised news conference in the German capital. He could still be extradited to Spain on charges of misusing state funds.

Separatists in Catalonia's regional parliament already tried to elect Sanchez as regional chief but their efforts were blocked by a judge last month.

A German court is deciding whether Puigdemont should be extradited on the lesser charge of misuse of public funds to hold a banned referendum on independence for Catalonia past year. He was trying to drive from Finland to Belgium, where he had been living since fleeing to escape arrest in Spain.

Puigdemont left jail in Germany on Friday after a court said he could be released on bail.

Germany Justice Minister Katarina Barley applauded the court's decision to free Puigdemont on bail as "absolutely right" and what she had expected. The court, however, has not ruled out extradition on the charge of "embezzlement".

She said that if Spain couldn't prove the allegations of misuse of public funds, "then Puigdemont will be a free man in a free country namely in Germany".

He also said that Spain must "comply with United Nations resolutions" and release political prisoners, alluding to several Catalan separatist politicians who were imprisoned after unilaterally declaring Catalonia's independence from Spain a year ago.
