France, Germany agree to set up eurozone budget: Merkel

"Member States should take all necessary internal legislative and administrative measures to counter such movements and to closely cooperate amongst each other to this end", the text said in an indirect response to German Interior Minister Horst Seehofer.

Seehofer and Merkel have long had an awkward relationship.

Berlin is also reportedly preparing to call a meeting between Merkel and the leaders of several European Union frontline nations in the migrant crisis ahead of the Brussels summit.

"We want to make sure that we don't always wait for absolute consensus", she said, and argued that such changes have become necessary to better respond to an ever changing world.

She has pledged instead to seek bilateral agreements with arrival and transit countries and a wider solution by the European Union, which holds its next summit on June 28-29, while admitting that this plan is "ambitious".

With an eye on October's Bavaria state election, the CSU is anxious to assure voters that it has a roadmap to curb the migrant influx.

By contrast, Merkel has warned of a resulting domino effect as Germany's neighbors rush to shutter their internal Schengen borders and is calling for a joint European solution to the "refugee crisis" to be reached within the next two weeks.

Later in the day, she will host the new Italian Prime Minister, Giuseppe Conte, who is heading a government with an anti-immigration agenda. But "we want finally to have a sustainable solution for turning back refugees at our borders".

Last week, the German Chancellor Angela Merkel admitted in a weekly podcast that the outcome of the row over immigration could be "decisive" for keeping Europe together. A regional party in her ruling coalition is demanding tighter rules for migrants entering the country, and that party vows to act unilaterally if the chancellor refuses.

More than 1.6 million migrants, mostly Muslims fleeing wars in the Middle East, have arrived in Germany since 2014.

The reference to the summit is significant; Merkel has indicated she plans to push her fellow European leaders for a new approach to asylum when they meet late next week.

Austria, governed by a center-right and far-right coalition, has also vowed to take a much tougher stand.

Seehofer and Merkel lead parties that have allied with each other for decades and that have formed the basis for successive Merkel governments since she first came to power in 2005.

The office said 728,470 application requests were made for worldwide protection in 2017, compared to nearly 1.3 million applications the previous year.
