UK's May pleads for Conservative unity on Brexit votes

MPs in the lower House of Commons will vote on a raft of amendments produced by the upper House of Lords, including one at around 1500 GMT (11 p.m. Manila time) that would give parliament an effective veto over Brexit.

Prime Minister Theresa May faces a showdown in parliament on Tuesday with lawmakers who want more power to challenge an eventual Brexit deal, testing both her authority and her plans for leaving the European Union.

Earlier in the day during the debate on the "meaningful vote" clause of the EU Withdrawal Bill, Tory rebels were threatening to impose a government defeat until May's intervention.

A Department for Exiting the European Union spokesman said: "The Brexit Secretary has set out three tests that any new amendment has to meet - not undermining the negotiations, not changing the constitutional role of Parliament and Government in negotiating worldwide treaties, and respecting the referendum result".

The vote came on the first of two days of high-stakes debate and votes in the House of Commons on the government's flagship Brexit bill.

"Let's remember what the Withdrawal Bill is for: it's about delivering a statute book that is ready for Brexit day", she said.

Theresa May, in Quebec for the G7 summit, denounced the unelected peers who passed the amendments, accusing them of going far beyond their role as a revising chamber.

However, her concession to "seek to negotiate" a "customs arrangement" with the European Union was enough to placate Conservative MPs who were threatening to rebel.

"It's not practical, it's not desirable and it's not appropriate", Davis said.

The Government has promised MPs a vote on the final Brexit deal, but initially said it would be a simple "take it or leave it" choice.

For the Remainer rebels, there was quiet confidence on Tuesday that they had all but ruled out a no-deal Brexit after the prime minister promised to put down a new amendment to give MPs more powers over the final stages of Brexit. They should find an agreement by the end of the week before the bill returns to the House of Lords.

"While it's tempting to hunker down and hope this will resolve itself, the need to secure a good Brexit - one that provides as much economic certainty as possible - is too important to simply bury our heads and hope".

It was not as simple on Tuesday, when May was forced to blunt another rebellion in parliament by offering a compromise that could hand lawmakers more control over Brexit.

His resignation letter said that had wanted the United Kingdom to have as frictionless a deal as possible with the European Union.

A paper laying out the U.K. government position, due to be published this month, has been delayed because the Cabinet can not agree on a united stance.

May is struggling to unite not only her party but her top team of ministers over how to leave the European Union, particularly over the future customs arrangements which have pitted those wanting closer ties with the European Union against others who demand a clean break.

The front pages of Leave-backing British newspapers said accepting the amendments would betray the 52 percent who backed Brexit in the seismic 2016 referendum.

The Sun says MPs have a choice - between "Great Britain" or "Great Betrayal". The Daily Express thundered: "Ignore the will of the people at your peril".

In a statement, Corbyn defended his decision to oppose the EEA vote, despite telling his MPs to abstain in parliament.

Shadow Brexit secretary Sir Keir Starmer said: "We will wait and see the details of this concession and will hold ministers to account to ensure it lives up to the promises they have made to Parliament".

"There have been lots of meetings, we are are keen to engage with all members of the parliamentary party", May's spokesman said.
